Walter L. Smith, II, BSCE, LEP Principal Consultant
Walter L. Smith, II is a sixteen year veteran in the field of environmental engineering. His field of expertise is in the field of environmental due diligence, safety training and matters involving environmental policies and their application to matters of development domestically and abroad.
Mr. Smith is a graduate of the FAMU/FSU College of Engineering and was educated partly at the University of the Witwatersrand in Johannesburg, South Africa. While in the Republic of South Africa, Mr. Smith was trained in mining methods and safety and risk management in the colliery mining field. Upon his return to the U.S., Mr. Smith graduated from Florida A & M University with a B.S. in Civil Engineering. While much of Mr. Smith’s early professional career was with regulatory agencies, like Florida Department of Environmental Protection (FDEP) and the South Florida Water Management District, most of his experience has been in the private consulting world as an environmental professional conducting environmental due diligence assessments and consulting clients about matters regarding environmental impacts and developing suitable solutions for community development (brownfields).
Mr. Smith is also a safety professional and has been responsible for training and certifying hundreds of people in occupational safety through industry standards set forth by the Occupational Safety Health Administration (OSHA), the International Organization for Standardization (ISO) and the American Society for Testing and Materials (ASTM). Mr. Smith is a certified Instructor for the Federal Department of Labor's Mine Safety and Health Administration (MSHA). He has also written curricula for the Global Corporate Training College in St. Petersburg, Florida and video training modules that have been utilized by Learn Smart Systems nationwide. Mr. Smith has also acted as a safety consultant for various clients in the legal profession, non-profit, medical fields and colleges.
Fluent in Spanish, Mr. Smith has been effective in communicating with diverse groups of communities and clientele with regard to environmental policies and resolving land use issues. He has also been responsible for successfully facilitating a number of outreach meetings between government officials and community stakeholders regarding the education of citizens about various environmental programs and processes and the resolution of environmental concerns.

Lee Taylor, PE - Environmental Engineering Consultant
Mr. Taylor has 20 years of experience in the environmental field with progressively increasing responsibilities. Mr. Taylor began his career as an AutoCAD draftsman at an environmental engineering firm while completing the last two years of his engineering degree. His first position after graduation was as an entry-level engineer, primarily performing assessment and remediation fieldwork and preparing associated reports, scopes of work, and cost estimates. As Mr. Taylor progressed in his career, he has performed peer and senior reviews, project management, program oversight, contract management, office/district management, staff supervision, and business development.
Mr. Taylor used this experience to start his own environmental consulting firm in April 2011. His experience includes property transaction screens, Phase I and Phase II Environmental Site Assessments, full site assessments, remedial action design and installation, treatment system operation and maintenance (O&M), natural attenuation, and site closure. Mr. Taylor has worked on numerous petroleum-contaminated sites and hazardous waste sites impacted with chlorinated solvents, metals, fertilizer, and/or pesticides. Mr. Taylor’s remediation experience includes pump-and-treat, air sparging/vapor extraction (ASVE), multi-phase extraction (MPE), thermal technologies, bioremediation, chemical oxidation, and natural attenuation. Mr. Taylor has performed this work on Florida Department of Environmental Protection (FDEP) Petroleum Cleanup Program-funded, owner-funded, and insurance-funded projects, under the FDEP Dry Cleaning Solvent Cleanup Contract, Alabama Department of Environmental Management (ADEM), United States Environmental Protection Agency (EPA) Brownfields sites, a Department of Energy (DOE) site, and for other governmental and private clients.

Moses Velasquez - Safety Instructor/Consultant
Mr. Velasquez has 9 years of experience in the construction industry. He is a certified bi-lingual instructor who has trained and consulted people throughout the state of Florida. Mr. Velasquez is a certified instructor of First Aid /AED, OSHA Outreach topics, and an Aerial Equipment trainer. He is also certified as a Stormwater Inspector and as a Competent Person for Confined Space Entry.
Mr. Velasquez is a very perceptive safety professional who has successfully conducted numerous safety audits and site analyses for companies throughout Florida assisting them with improvements and the establishment of a well rounded culture of safety in the workplace.
